APPA council elects Cedarburg utility commission president as officer

Andy Moss, Cedarburg Light & Water Utility Commission president, was unanimously elected second vice chair of the American Public Power Association’s Policy Makers Council during the group’s annual fly-in event July 14. This means he is slated to become council chair in 2029.

“I enjoy meeting with our legislators to talk about the importance of public power, and I am honored to be elected by my peers to serve as an officer for the next few years,” Moss said. “Being on the PMC allows us to discuss topics that expand beyond Wisconsin. Lawmakers vote on the bills that affect all of us, so they need perspective that they won’t necessarily hear from just one state.”

The PMC is made up of governing officials from public power utilities, such as mayors, city council members and elected or appointed board members. APPA is a national advocacy organization representing the more than 2,000 public power utilities that operate throughout the country.

Moss was first named to join the council in 2018. With more than two decades of experience in the utility industry, he is a regular participant at the annual APPA Legislative Rally and PMC Fly-in.

Public power leaders from throughout the United States converge at APPA headquarters in Arlington, Virginia, each summer as part of the annual fly-in. They meet there before visiting the Capitol to advocate for their locally owned utility and the community it serves. Moss and others from the PMC met with Wisconsin Sen. Tammy Baldwin and Rep. Glenn Grothman to discuss keeping costs down and maintaining reliability for their public power utilities.

This is not Moss’ first experience in a leadership position. He was named president of Cedarburg’s utility commission in 2025 after first serving as vice president and has been a commissioner for 23 years.

In addition to this recent election, Moss was honored by Municipal Electric Utilities of Wisconsin in May when he was given the Public Official Award at the association’s 96th annual conference in Sun Prairie. MEUW is the state association that has provided leadership training, safety services, advocacy and member support to the state’s 81 municipal electric utilities since 1928. Its Public Official Award recognizes individuals who have had a significant impact on public power through a dedicated and driven commitment to service.

Moss is the fourth public power leader from a WPPI Energy member utility to serve as an officer on APPA’s PMC.

Previous Lodi Mayor Paul Fisk was elected to PMC chair in 2016. He was followed by Jim Brooks, former chair of the Evansville Municipal Services Committee and city council president, who was elected in 2022. Brooks’ one-year term preceded the most recently elected chair affiliated with WPPI, Kaukauna Utilities Commission President Lee Meyerhofer, who was elected to the position in 2024.
