The City of Stoughton, an Equal Opportunity Employer, is seeking a qualified candidate to serve as Utilities Director. Known for its Norwegian heritage, the City of Stoughton (population 13,173) is located on the scenic Yahara River and is just minutes away from the state capital of Madison, Wisconsin.

The purpose of this position is to direct and supervise the overall operations of Stoughton Utilities, which include electric distribution, water distribution, and wastewater collection and treatment, including system design and development, system maintenance and construction, utility coordination, financial management, billing and customer service, regulatory compliance, and utility administration. This position will also provide information, assistance, and coordinate activities with other divisions, consultants, auditors, regulatory agencies, customers, etc. Must be able to effectively communicate verbally and in writing.

Requirements include a bachelor’s degree in engineering or business administration, or a related field, with preference for State of Wisconsin licensure for a Professional Engineer. A track record of successful management and supervisory experience, and a minimum of 15 years of utility leadership experience, is preferred.

Must have or obtain, within one year, Wisconsin Department of Natural Resources (DNR) Grade 1 Waterworks Operator Certification with subclasses G and D, or such certification designated as Operator in Training. Must also have or obtain, within one year, Wisconsin DNR Wastewater Treatment Plant Operator Certification – Basic, or such certification designated as Operator in Training.

Previous economic development experience preferred but not required. Knowledge of computer software used in the utility environment, including experience with utility system automation, asset management, and mapping platforms. Advanced user of Microsoft Office applications (Word, Excel, and PowerPoint).

The selected candidate must successfully complete a background investigation, driver’s license verification, pre-employment physical examination, and drug screening. A valid driver’s license is also required at the time of hire.

The ideal candidate will demonstrate proven knowledge of supervision and management principles, including participative management practices. Candidates must have the ability to effectively supervise departmental staff by coordinating, assigning, monitoring, and evaluating work performance.

They should possess a strong ability to positively motivate employees, foster a team-oriented and efficient work environment, and build strong, collaborative relationships with the Mayor, City Council members, department heads, staff, and the general public.

This is a full-time, exempt position with an annual salary range of $150,000 to $220,000, based on qualifications and experience.
